FAQ #8: What does deviantART consider to be Art Theft?
The sprites were already made by someone else, so you can't load them, even if you changed it or added something to it. DeviantART could get into huge legal trouble if they allowed people to load things that weren't made by them.
You're free to upload splices of Pokemon - just make sure you draw them yourself. It's more impressive to draw splices yourself than it is to mush together two sprites. :3
